bogac 3758441143 Keep repo and dev files out of the deploy rsync 
The site directory is nginx's web root, so the old rsync would have
published .git, test/, LOCAL.md, serve-local.py and .DS_Store. Exclude
them, add --delete-excluded, and fix the update steps to bump CACHE
before shipping.
